Mashpee Planning Board Approves New Seabury Subdivision, Presses Trader Joe's on Traffic

Mashpee Planning Board approves final New Seabury cottage phase and continues contentious Trader Joe's traffic hearing. The board unanimously approved a $1,112,431 performance surety for the five-lot Cottages at New Seabury subdivision — the fifth and final phase off Garden Drive — and accepted the street name Topspin Way, with Member Robert Hansen abstaining from multiple votes. The board then spent more than two hours questioning traffic consultant Emily Sullivan of Bowman and peer-review engineer Greg Lucas of Tyton Bond over the special permit application filed by Shellback Development LLC for a 13,229-square-foot Trader Joe's at 647 Falmouth Road.
Vice Chair Michael Milbury said flatly that "Shellback Way is going to be a mess," while Member Karen Faulkner challenged the study's reliance on a supermarket trip-generation code and its 75-to-25 percent directional traffic-split assumption. Town Planner Brian Tobin pressed applicant Mark Bogosian to supplement crash data through a public records request to the Mashpee Police Department. Developer Bogosian agreed to explore relocating the loading dock and to coordinate bus-stop placement with the Cape Cod Regional Transit Authority; the hearing was continued to February 4.
