Mashpee Awards $24.9M Police Station Contract to Delphi Construction

Mashpee Select Board awards $24.9 million police station contract and fills Housing Authority vacancy after two deadlocked votes. The board unanimously approved a $24,878,625 construction bid from Delphi Construction Inc. — described by Town Manager Rodney C. Collins as well below earlier projections — with work set to begin in spring 2026 and run about 18 months.

After back-to-back four-to-four ties, B. Lynn Barbie, chair of the Human Services Committee, was appointed to the Mashpee Housing Authority on a 5-3 second vote over fellow candidate Michael Cucinata; the seat runs only through the May 9 election. The board also accepted a KP Law opinion advising against converting the Affordable Housing Trust to a nonprofit entity, endorsed a $500,000 Community Preservation Committee application for the spring town meeting warrant, and approved the first ambulance fee increase since 2022.

Collins presented a $27.4 million capital improvement plan — anchored by $12 million in wastewater design and $11.5 million in school HVAC work — and disclosed that preliminary talks have included the possibility of converting a school building into a community center given declining enrollment.
